Amaury Abreu Builders Fund
The Amaury Abreu Builders Fund is a federal independent expenditure only political committee, also known as a Super PAC, founded by Amaury Abreu. A Note on Our Name
PHL Tech PAC is now the Amaury Abreu Builders Fund.
Same committee, new name. The committee registered with the Federal Election Commission as PHL Tech PAC filed an amended Statement of Organization and now operates as the Amaury Abreu Builders Fund. Nothing else changed: the FEC committee ID is still C00945139, it remains a federal Super PAC, and its full filing history, from its first registration to today, is public under that one ID. The old phltechpac.org address now redirects here so anyone looking for the earlier name lands on the same committee under its current one. What an independent expenditure actually is.
Federal election rules can feel closed off to the people they affect most. Here is the short version, written plainly.
An independent expenditure
Spending that expressly supports or opposes a clearly identified federal candidate, made entirely on our own. No candidate, campaign, or party tells us what to say, when to say it, or where to say it.
A Super PAC is not a campaign
A campaign committee works for one candidate and asks voters for support on that candidate's behalf. This Fund is separate, speaks for itself, and answers to the Federal Election Commission for what it reports.
What we cannot do
We cannot give money to a candidate committee or a party committee, and we cannot coordinate our spending with any of them. Coordination would turn our spending into a contribution, which the law does not allow for a committee like ours.
Why the boundary matters
Independence is what keeps the speech honest. It lets the Fund talk about capital access and small business policy on the merits, without any candidate shaping the message.
